The Arizona Diamondbacks’ lease at Chase Field is up in just two years and the stadium is in dire need of repair. Although 1998 may seem like yesterday, Chase Field is now the fourth oldest ballpark in the National League and it’s missing the modern amenities that fans deserve and critical building infrastructure like HVAC, plumbing and electrical need big upgrades.

Chase Field is publicly owned, but never had a process for sustainably funding the large repairs that are needed after 25 years of continuous use. Luckily, there is a solution. HB 2704 creates the sustainable, dedicated funding mechanism required to keep Chase Field a world class facility and ensure the Diamondbacks remain there for the long term.

HB 2704 is the solution we need

  • Chase Field is a community asset owned by Maricopa County. Like any asset, we have to maintain it to improve its value.

    This legislation creates a dedicated funding source from the sales taxes generated at Chase Field and from Maricopa County, which owns the stadium. Tax revenue contributions are capped at $500 million over thirty years. The Diamondbacks have also pledged to invest $250 million of their own money to make the upgrades required to improve the fan experience.

  • The Arizona Diamondbacks' location at Chase Field in downtown Phoenix has provided tremendous economic benefit to downtown Phoenix and the state as a whole. Chase Field has hosted major events like the World Series, MLB All-Star Game, College Football Bowl Games, multiple large concerts annually, and the World Baseball Classic.

    Between 1996 and 2022, Chase Field generated $5.4 Billion in GDP to the state of Arizona, supporting tens of thousands of jobs. The 2023 postseason run to the World Series alone brought in more than 300,000 ticketed fans, with more than 20% coming from outside Arizona, adding $55.1 million to the state’s GDP and creating 979 jobs. Chase Field has been a great deal for taxpayers, for every $1 invested by Maricopa County taxpayers to originally build the stadium, Arizona has received approximately $22.50 in economic benefits.

  • Since their inception, the Arizona Diamondbacks have been an integral part of our community. The team is on track to surpass $100 million in charitable giving to local non-profits this year, which is in the top three of all MLB teams. The Diamondbacks provide every youth baseball and softball participant with free high-quality jerseys and caps and have built 45 baseball and softball fields across the state of Arizona. They also provide grants to hundreds of non-profits every year, from the Boys and Girls Club to the Flagstaff Family Food Center.

    The Diamondbacks also prioritize making sure professional baseball is something everyone can enjoy. Chase Field has been named the #1 most affordable ballpark for families in MLB for 15 years straight. They’ve created programs like “Kids Free Weekend”, the “Diamondbacks Season Pass” which offers tickets to all 83 home games for just $299, because families shouldn’t have to break the bank to enjoy America’s pastime.

  • HB 2704 requires that dollars spent to improve the ballpark are transparent and accountable. Chase Field is a public entity that is owned by Maricopa County. Annual reports are required to be submitted to the state.

    The portion of sales tax dollars that are solely dedicated to education, jails, and public safety are exempt for this legislation to protect critical public services.

  • It’s been decades since Chase Field was built and it hasn’t had a significant refurbishment in that time. It’s missing the modern amenities that fans deserve and critical building infrastructure like HVAC, plumbing and electrical are in dire need of repair.

  • The Arizona Diamondbacks have consistently said that they don’t plan to leave Arizona and that they would prefer to stay at an upgraded Chase Field. However, we know from experience, seeing the Coyotes moving to Utah, that these things can happen. Other cities and states are attempting to lure MLB teams away by offering significant funding packages to build new stadiums. Just last year, the Utah Legislature approved $900 million to build a new stadium for an MLB team they don’t yet have.

  • HB 2704 requires that the Arizona Diamondbacks stay at Chase Field for the next thirty years for the stadium to receive funding, or else pay a significant penalty.

  • The Diamondbacks have always been invested in Chase Field, which is why they’ve spent their own money repairing the roof and installing new LED lights in just the last couple of years. HB 2704 also includes language that the Diamondbacks plan to commit $250 million to stadium renovations. With this legislation, a long term partnership will be created that secures a permanent, dedicated funding source to maintain Chase Field, which includes major contributions from the Diamondbacks.
